Complaint without action is just noise. The Citizens for Congressional Equity and Accountability (CCEA) offers a tangible plan to restore integrity to the U.S. House of Representatives and the Senate.
We are proposing a Constitutional Amendment to create an independent Congressional Compensation & Ethics Commission (CCE). This body would remove the power of self-enrichment from Congress and return it to independent oversight.

Strict prohibitions on stock trading and financial conflicts for elected officials.

Ensuring fresh leadership in the 119th Congress and beyond.

Creating a precise mechanism for the public to hold the House and Senate accountable.
How We Bypass the Gridlock: The Article V Solution
The Problem: We cannot expect Congress to vote against its own financial interests or limit its own power. History shows that waiting for Washington to fix Washington is a strategy for deadlock, not democracy.
The Solution: The Founding Fathers anticipated this moment. Article V of the U.S. Constitution gives "We the People," acting through our State Legislatures, the power to propose amendments when Congress refuses to act.
- Mobilize the States: CCEA organizes citizens to petition their State Legislators to call for a limited Convention of States.
- The Magic Number: Once 34 states (two-thirds) pass resolutions, a convention is triggered to propose the 28th Amendment.
- Ratification: Any amendment proposed must then be ratified by 38 states to become the supreme law of the land.
The Result: A structural "Sea Change" (Support, Ethics, Alignment) that bypasses the lobbyists in D.C. and restores the balance of power to the American people.
